What is a keyword combiner?
A keyword combiner, also called a keyword mixer or a keyword concatenation tool, takes several lists of words and returns every combination of them. Cross buy, cheap with running shoes, trainers and you get four keywords instead of four manual edits.
The maths is why it exists. Two lists of ten terms is a hundred combinations. Add a third list of ten and it is a thousand. That is a long afternoon in a spreadsheet, and the kind of work where a single missed row goes unnoticed.

That matters most for SEO. Building a page for every combination is the pattern behind doorway pages, which Google names explicitly in its spam policies. Ten thousand generated phrases is not ten thousand pages worth publishing.
